Overview

Operation Gladio refers to NATO's secret anti-communist stay-behind armies that were set up by the CIA and MI6 after World War II in all countries of Western Europe. Named after the gladius, the Roman sword, these networks were originally established to organize resistance in the event of a Soviet invasion.

However, the program went far beyond defense preparation. Evidence emerged that Gladio networks were involved in terrorist attacks, political assassinations, and destabilization campaigns designed to prevent left-wing parties from gaining power in Western democracies. This "strategy of tension" allegedly used violence blamed on left-wing groups to shift public opinion rightward.

The existence of Gladio was officially acknowledged by Italian Prime Minister Giulio Andreotti in 1990, who revealed the Italian branch to the Italian Senate. Subsequently, similar stay-behind networks were discovered in virtually every Western European country.

The "strategy of tension" (strategia della tensione) refers to the alleged use of terrorist attacks and other violence to manipulate public opinion and justify authoritarian responses. This strategy operated through several mechanisms:

Attacks would be carried out by right-wing extremists but blamed on left-wing groups, creating fear of communist violence and shifting public opinion against the left.
